Transparency or racket? (September 14, 2015)

I was amused that during Apple Valley’s transparency presentation that the Town Council showed $153,000 in legal fees were paid to deal with public records requests.

Huh? You need $500-per-hour lawyers to decide what public information you actually will allow the public to see? That seems like a racket and not very transparent.
