COSTA MESA — The city’s longtime finance director, Marc Puckett, has been placed on leave for reasons that cannot be disclosed, according to officials.

City Manager Allan Roeder said Puckett, who has worked for the city since 1999, was placed on leave about two weeks ago. He declined to elaborate if Puckett was placed on paid leave or if the former finance director is slated to return to his post.

I think it’s an important point for people to understand that the nature of the personnel matter that we’re dealing with does not involve malfeasance in terms of finance or misuse of public funds or loss of public funds, Roeder said.

Colleen O’Donoghue, assistant finance director, and Bobby Young, budget and research officer, have stepped in to oversee the city’s finance department and are directly reporting to the city manager. As chief finance officer, Puckett was responsible for overseeing the department and assisting with the preparation of the annual budget.

Roeder said he could not discuss whether a criminal investigation is pending.
