Re: Problems with the Town’s Commercial Warrant Reports
On April 13, 2018, I requested machine-readable copies of all commercial warrants, wire transfers, and electronic funds transfers from November 2011 to date.
Instead, you offered PDF files, which I accepted, not suspecting that they, too, would be as defective as the normal commercial warrant reports published monthly.
After spending many days and many hours converting what you sent into something that can be used for analysis, I must say that your record-keeping system is inaccurate, if what you sent is any indication.
For starters, the following warrants are missing from the warrant registers for the time period in question:

In addition, there are several items that appear to be duplicated, for example 107318 (duplicated at 107397), 107469 (maybe duplicated at 107598?), 107471 (duplicated at 107595), and 107789 (duplicated at 107796).
Also, there are nearly 30 voided warrants to S.B. CO. ASSESSOR-RECORDER, many of which are questionably voided on the same day.
Also, the following wire transfers appear undated:

I note with dissatisfaction that the commercial warrants still seem to suffer from inaccurate descriptions, so that no member of the public reading the registers alone can say with any confidence the true and complete reason for any given payment.
And as if all this is not bad enough, the commercial warrant registers you supplied do not match the commercial warrant registers presented to the Town Council, despite the fact that the Town Council voted to accept them.
